For English-speaking users: the character is from a "38 Parrots" - series of children's cartoons (USSR, 1976-1991) about animated puppets (the talkative Мартышка /= Marmoset/, the shy young Elephant /=Слонёнок/, the eccentric Parrot /=Попугай/ and the thoughtful Boa /=Удав).
